# ADR 004 — Moderation and complaints foundation

## Context

DigiDala content includes names, messages and visual content. Users must be able
to report abuse and moderators must be able to review it.

## Decision

Persist moderation items, complaints, user restrictions, admin roles and audit events
from the first persistent backend release.

User complaints do not automatically ban content or users.

Moderation actions preserve ownership/transaction history while allowing public content
to be hidden.

## Consequences

The system can add a moderator UI without changing the core data model.
